Use the show_tool_names() function to build lists of all
the built-in tools supported by difftool and mergetool.
This frees us from needing to update the documentation
whenever a new tool is added.

The --stringparam option is not available on older xmlto versions.
Instead, set man.base.url.for.relative.links via a .xsl file. Older
docbook versions will ignore this without causing grief to users of

in the stub files, so that volunteers will know whom to ask questions as
needed.

Documentation/Makefile spent a lot of time to generate include
dependencies, which was quite noticeable especially during "make clean".
